The article currently says this is obtained from the Necbromancer. Wait, what? I'm 98.7% sure that it's the gift box item given when loot is distributed to a player in Hardcore or Ronin, like the bindle of joy. I don't have facts to back this up, merely speculation, but if this really drops from the Necrbromancer, I'll eat my hat.
