This is an inhaler tube of the same active ingredient that's in Mick's IcyVapoHotness rub. They had to take these things off of the market, though, after some kid got his arms chopped off.
It was an incident that had absolutely nothing to do with the product, but the Mick's corporation has really, really terrible lawyers.
