This is a can of oddly scented body spray. You axe the black marketeer what it is made from since the tag bears no useful information, but it is apparently a secret blend of old spices mixed in a vat with some sort of "power stick".
This stuff'll make you smell incredibly moxious, but you get the feeling that all the extra attention will probably make it hard to get anything useful done.
